William “Bill” McColl advocates on behalf of criminal justice reform, health care policy, and harm reduction issues. With 25 years of expertise in Congressional appropriations, Bill consults on a range of criminal justice and public health issues, including HIV treatment and prevention, criminal justice sentencing alternatives, overdose prevention programs, and COVID-19 relief. During his career, he worked to enact and implement health care reform, ending the ban on federal funding for syringe services programs, multiple SAMHSA and Ryan White Program reauthorizations, treatment instead of incarceration, and almost all facets of national HIV policy.

Prior to opening his consulting firm, Bill worked as Vice President of AIDS United, Director of National Affairs at Drug Policy Alliance, and Director of Government Relations and later Executive Director of NAADAC: The Association for Addiction Professionals. He also served in the U.S. Air Force as a Deputy Missile Combat Crew Member advancing to the rank of Captain in the U.S.A.F. Reserve. Bill earned his law degree at the University of Maryland School of Law where he wrote the first major law review article on drug courts. He also holds a B.A. in Political Science from the University of Michigan and an M.S. in International Relations from Troy State University.
