Michael Maginn serves as HIV Prevention Director and HIV Prevention Lead Agent with the Illinois Public Health Association.  The role of the HIV Prevention Lead Agent is to monitor provisions of HIV prevention services for highest risk HIV clients in their respective regions.  Provide ongoing quality assurance guidance and to organize service delivery to fill identified gaps in existing regional services so that combined regional services will mirror recent regional HIV incidence proportionally by risk, by race, and ethnicity.  Before joining IPHA, Mike served as Executive Director/CEO of Central Illinois FRIENDS of People with AIDS for ten years, a non-profit community-based organization serving the needs of individuals living with HIV in Central Illinois.  He is actively involved with local, state, and national organizations including Chicago Area HIV Integrated Services Council; past Co-Chair of the Illinois HIV Integrated Providers Service Counsel and Co-Chair of the Epidemiology Committee, State of Illinois CAB Representative – Centers for Disease Control Medical Monitoring Project.  Mike has been involved in the HIV health field for over twenty years.

Through the IDPH HIV Prevention Grant, Michael oversees services for 20 HIV Prevention Providers throughout the state, including health departments and CBO’s (Community Based Organizations), with clients receiving services through CDC, HRSA (Ryan White Parts B &C), Medicare, Medicaid, and community/foundation funding.  Being a part of the state’s Service Providers Council, provides the opportunity to provide input on how Community Integration is important and how to relay back concerns, barriers, and/or gaps in services being provided to statewide community members.
